 PETER PHILLIPS DEAD
 A PROMINENT MAN GONE
For Seven Years Superintendent of the Black River Canal--A Kind-Hearted Citizen.
The death of Peter Phillips, ex-superintendent of the Black River canal, which occurred Tuesday morning, is a sad and crushing blow to the members of his family and the thousands of people who knew and lived this generous, kind-hearted and public-spirited citizen.  His death was not thought of up to a few days before he breathed his last.  July first he went to Utica to consult a doctor about a liver trouble and last week he was about the streets.  Today he is dead, and many a silent tear will be shed upon the casket of him who was everybody's friend, who shared his means with anyone who was in want, who was generous to a fault, and who had not an enemy in the world.  Such a man was Peter Phillips.  The obsequies today will be indeed sad as the remains are borne to their last long res.
Peter Phillips was born in the town of Stockholm, St. Lawrence Country, March 22, 1837, and subsequently resided at Gouverneur and Antwerp, obtaining a public school education at Gouverneur.  In 1854 he went to Forestport, where he engaged in various kinds of business, aiding in the erection of the first tannery at that place in which bark was ground.  He also resided a short time at Geneseo, Livingston County.  For twelve seasons he engaged in boating on the Black River canal and four years was captain of the state scow under Canal Superintendents S.F. Garmon, C.D. Moore and J.M. Whipple.  At one time he kept hotel at Ava Corners and for a time previous to his appointment as canal superintendent, was proprietor of the Railroad House at Boonville.  While at Ava he refused the nomination for supervisor, but in 1882, yielding to the solicitations of his friends in Boonville, he was a candidate for that office against Job W. Fisk, but was defeated by a majority of 179.
During his administration as canal superintendent he discharged the duties of the office most acceptably to those over him, and gave excellent service to the state waterway.  He was especially popular with all who were employed on the canal and no one ever uttered an unkind word against him.  He was a practical canal man and during his term of office of seven years kept the canal in good condition.  In politics he exerted a wide influence, and labored hard and zealously for his party, contributing largely of his time and means for party success.  Notwithstanding his earnest work he was fair to his opponents and no bitterness was found between him and those who labored on the opposite side.  In every public movement he was ever willing to lend a helping hand.  He will be missed by the public and especially by the large number of people whom he has befriended.
Deceased leaves a wife and two sons, Frank of Carthage and John R. of Boonville.  His brothers and sisters are Miss Eliza Phillips of Michigan; Mrs. J.H. Plato, Grieg; Mrs. John V. Gould, Boonville; James Phillips, Lyons Falls; Allen and Alex Phillips, Hawkinsville.  The funeral will be held from the American hotel Thursday afternoon at 2 o'clock.
